We are helping to receive any Maritime Certificates STCW and ILO approved, accepted in Ukraine. Given the current situation in Ukraine, seafarers are unable to obtain a new seafarer’s book remotely. Due to the fact that seafarers are facing similar problems in obtaining their national seafarer’s books, the Panamanian Maritime Administration confirms that the Panama Flag accepts seafarers from UKRAINE to obtain a Panamanian seafarer’s book remotely through Seaman Solutions. This flag state is widely recognised by all “white list” countries, as it is not necessary that the seafarer’s book be issued by the same country as the seafarer’s nationality.
Here are general steps that may guide Ukrainians in obtaining a Panama Seaman Book Remotely:
Contact the Seaman Solutions:
- Reach out to Seaman Solutions, official authorized Filling agent of the Panama Maritime Authority to inquire about the latest procedures and requirements for obtaining a Seaman Book. You can find contact information on their official website.
Prepare Necessary Documents:
- Collect the required documents, which typically include:
- Valid passport
- Seafarer’s medical certificate
- Valid maritime training certificates (STCW or OPITO)
- Contract or Letter
- Other documents as specified by the authorities
Revalidation of Ukrainian certificates:

Submit Application:
- Follow the application process provided by Seaman Solutions online portal. This involves submitting your documents digitally, making the payment online via credit card and waiting for the submission to be approved.
Payment of Fees:
- Be prepared to pay the required fees associated with the application process. Payment methods accepted are credit card (mastercard, visa) or bank transfer.
Verification and Approval:
- The Flag State Authority will verify your documents and, if everything is in order, approve the issuance of the Seaman Book.
Receive the Seaman Book:
- Once approved, you will receive the Seaman Book directly to your address indicated.
